Lee Sang-kyung, the former first vice-minister of the Ministry of Land, Infrastructure, and Transport, has come under fire following revelations that he purchased a high-priced apartment valued at over 3 billion won through a so-called gap investment method. This controversy has led to a citizen group filing a complaint against him.

According to Yonhap News on the 25th, the Citizens Livelihood Countermeasures Committee reported that they filed a complaint with the Seoul Police Agency the previous day, accusing the former vice-minister of abuse of power, defamation, and violations of the State Public Officials Act and the Conflict of Interest Prevention Act.

The committee specifically pointed to a statement made by Lee during a YouTube broadcast, where he suggested, "You can buy a house when prices drop." They criticized this as an act of deceiving and belittling the public, asserting that it constitutes a violation of the State Public Officials Act and defamation.

The complaint also highlighted that Lee’s spouse purchased a 3 billion won apartment located in Bundang, Seongnam, last July using the gap investment strategy, which they claim amounts to abuse of power and a violation of the Conflict of Interest Prevention Act.

On the evening of the 24th, Lee announced his intention to resign from his position as vice-minister to Kim Yoon-deok, the Minister of Land, Infrastructure, and Transport, who subsequently approved his dismissal on the same day.
