Emerging Administrative Towns Transform Local Real Estate Markets

As administrative towns with new public institution buildings emerge, they are becoming the new focal points of local real estate markets. The recent relocation of city halls has sparked increased interest in nearby newly launched residential complexes. Following the expansion of living infrastructure, such as transportation, commercial facilities, and educational services, these areas are showing potential for growth as central living zones that integrate administrative, commercial, and residential functions.
Historical examples of city hall relocations indicate that administrative towns have evolved beyond mere administrative functions to become the most desirable residential areas within their regions. In Suwon, for instance, the city hall relocated to the Iui-dong area of Gwanggyo New Town in 2022, leading to a significant rise in property values in the vicinity. According to KB Real Estate, as of March 2023, the average apartment price in Iui-dong, Yeongtong-gu, Suwon, stood at approximately 1.4783 billion won, significantly exceeding the overall average of 625.08 million won in Suwon City, making it a leader in local property prices.
Similarly, in Cheonan, South Chungcheong Province, a similar trend is evident. After the Cheonan City Hall moved to Buldang-dong in the Seobuk-gu district in 2005, the average apartment price in that area reached 565.44 million won, more than double the city’s overall average of 256.35 million won. Gwangju Metropolitan City has also witnessed comparable increases, with the average apartment price in Chipyeong-dong, where the city hall relocated in 2004, recorded at 360.78 million won, surpassing the city’s overall average of 299.81 million won.
Industry experts point to the quality of underlying demand and infrastructure expandability as key advantages of administrative towns. The concentration of related businesses, such as law and tax offices linked to public institutions, has created a stable demand base. Additionally, transportation networks, convenience facilities, and cultural amenities are systematically developed or expanded to match the resident population.
The growing interest in these emerging administrative towns highlights a trend where urban planning and infrastructure development closely correlate with real estate value increases. As local governments continue to enhance the living conditions in these areas, potential homebuyers and investors are keenly observing new supply opportunities, anticipating further growth in property values.
