In response to the ongoing threat of emerging infectious disease pandemics like COVID-19, the South Korean government has officially established a task force aimed at swiftly introducing vaccines during such crises. This new framework is designed to consolidate the previously dispersed capabilities of various governmental departments into a focused discussion platform.

The Korea Disease Control and Prevention Agency (KDCA) announced that the Regulations on the Establishment and Operation of the Intergovernmental Task Force for Vaccine Introduction will come into effect starting the 7th.

The task force will be activated whenever an infectious disease outbreak reaches a warning level or higher, as classified by the KDCAs infectious disease disaster response management system. The warning levels are categorized as interest, caution, warning, and serious, with the warning level indicating active signs of crisis that could escalate into a national emergency.

The role of the task force includes establishing and adjusting vaccine supply plans, sharing information related to vaccine approvals, monitoring overseas vaccine supply trends, and coordinating departmental plans regarding vaccine initiatives.

The task force will consist of up to nine members, including a chairperson. The chairperson will be the head of the KDCA, and the members will include senior officials from relevant ministries such as the Ministry of Foreign Affairs, the Ministry of Health and Welfare, the Ministry of Economy and Finance, the Office for Government Policy Coordination, and the Ministry of Food and Drug Safety. If necessary, officials from other ministries such as the Ministry of Science and ICT or the Ministry of Trade, Industry, and Energy may also be included.

This regulation aims to ensure that vaccines developed or in development, both domestically and internationally, can be introduced and utilized swiftly and systematically during pandemics such as COVID-19. Although a similar intergovernmental task force was formed during the early stages of the COVID-19 outbreak, concerns were raised about the fragmented discussions and responses due to the various departments operating under separate task forces. The lack of a solid legal foundation hindered effective coordination, leading to the establishment of this new task force.
