South Korea Enhances Overseas Citizen Protection Amid Growing Global Risks

In response to increasing overseas risks such as Southeast Asian scam crimes, conflicts, civil wars, and large-scale natural disasters, the South Korean government has decided to significantly bolster its organizational structure and personnel dedicated to protecting its citizens abroad. A new dedicated department will be established under the Ministry of Foreign Affairs, specifically within the Consular Safety Bureau, to enhance the country’s overseas safety control tower by adding more personnel for incident response at diplomatic missions.
On November 11, the Ministry of the Interior and Safety announced that it would hold a legislative notice for a revision of the Ministry of Foreign Affairs and its affiliated agencies organizational structure between the 12th and 16th. This revision plan will undergo scrutiny through deputy minister meetings and cabinet meetings, with a final decision expected by the end of this month.
According to the reorganization plan, a director-level position titled Overseas Safety Planning Officer will be created within the Ministry of Foreign Affairs headquarters to oversee policies aimed at protecting citizens abroad. In addition to the existing Overseas Citizen Protection Division within the Consular Safety Bureau, a new division, Overseas Crisis Response Division, will be established to systematically strengthen the functions of preventing overseas incidents and responding to crises.
The existing Consular Safety Call Center, which receives and provides consultations on incidents involving overseas citizens 24/7, will also be expanded and reorganized. The current overseas safety situation room will be updated to ensure a more professional and stable execution of protection and support work for citizens abroad, with police personnel also being assigned to this situation room. Alongside the establishment of a passport service center at Gimhae Airport, a total of 21 personnel will be added to the Consular Safety Bureau. Additionally, 32 personnel will be allocated to enhance incident response capabilities at Southeast Asian diplomatic missions.
The government will further strengthen its on-site response capability for overseas citizens. To improve the protection of citizens and enhance consular services, additional personnel including consuls, police, and immigration attaches will be deployed to missions where urgent incident response is necessary.
Notably, in response to the recent spate of scam crimes targeting South Korean nationals, particularly in Cambodia and other Southeast Asian countries, the government is prioritizing immediate action to better protect its citizens abroad.
