Cultural Powerhouse: The New Governments Vision for Arts and Culture

                            
                        The key term defining the ultimate goal of the new governments cultural and artistic sector is cultural powerhouse. The National Planning Committee recently unveiled the 123 Major National Tasks, among which the cultural and arts-related initiatives outline the cultural policies that the Lee Jae-myung administration aims to pursue throughout its term. Core strategic tasks include promoting a national strategy for content industrialization in the K-Culture era, ensuring that all citizens enjoy and communicate with the world through K-Culture, creating an environment for free artistic creation, and establishing a forward-looking digital and media ecosystem.
These strategic tasks are designed to enhance execution capabilities by establishing detailed implementation plans such as fostering the content industry based on intellectual property (IP), supporting the global expansion of K-Culture, strengthening connections with industries related to the Korean Wave, and enhancing international cultural exchanges for K-Initiatives. In short, this serves as an optimistic blueprint for entering the ranks of the Top 5 Cultural Powerhouses.
While reminiscent of the Cultural Prosperity Committee from the Park Geun-hye administration, the decision to create a separate organization, tentatively named Cultural Powerhouse Committee, appears to be an attempt to reflect the influence of culture and the arts as global soft power through policy infrastructure and to provide a control tower function for realizing a cultural powerhouse.
Objectively speaking, the cultural and arts-related national tasks of the Lee Jae-myung administration do not present significantly new ideas. In the realm of popular arts, commonly referred to as cultural industries, notable policies include a Future Strategy Fund for Content amounting to 10 trillion won to foster global content companies, an expansion of support for small and independent film production that sparked budget cut controversies in the previous administration, as well as support for the production of global IP content in video and webtoons and their overseas expansion.
